You can tribute this face-up card to draw 1 card and reveal it. If the revealed card is a Level 1 monster, you can draw 1 more card. The effect of "Mystic Piper" can only be activated once per turn.
This is another Super Rare that doesn't entirely deserves such rarity. If you tribute it, you draw 1 card and reveal it. If you happen to draw a Level 1, you can draw again. But to have good chances to get the +1, you would need a deck with A LOT of Level 1s. And there aren't that many that are playable. Also, the easiest way to get this out is using One for One, because you would want to avoid Normal Summoning this guy for such "strange" effect . But if you're using One for One, you would probably prefer to summon Glow-up Bulb or Unknown Synchron.
Bottom line is, this card isn't as amazing as it seems like.
